PPS-SF Board Watch Recap: January 12th Board of Education Meeting

Election of New Officers to SFUSD Board of Education
  • Nominations happening for SFUSD Board of Ed President and VP. Commissioner Matt Haney nominated President  

  • Nomination for Vice President: Commissioner Shamann Walton

  • Nominations unanimously approved and commissioners play musical chairs. Welcome Pres. Matt Haney and VP Shaman Walton!  

Superintendent Report
  • Mission High is unveiling new "drink tap" fountains to refill water bottles - 32 schools have them now.  

  • Bret Harte has a new soccer field built by @AmericaSCORESBA  

  • Cradle to Career event at Mission High last weekend for Black families with enrollment info and workshops  

  • Enrollment deadline is this Friday! 80% of families receive one of top 3 choices if application is in on time.  

  • Data on SFUSD test results. Top 2 elementaries in all the @COREdistricts are in SFUSD  

Student Delegate Report
  • Student Delegates: safety patrol crossing guard program - two new schools joined - educate younger kids on traffic safety

Parent Advisory Council Report (PAC)
  • Parent Advisory Council report: findings from multilingual outreach on behalf of Our Children Our Families Council  

  • Class sizes impact student learning, parents want quality, culturally sensitive teachers  

  • Parents need greater support to advocate for their kids, especially new immigrants, and those whose kids have IEPs  

  • In almost every conversation with parents there was worry about behavioral problems in the classroom  

  • Samoan families don't have much representation, feel their kids fall through the cracks  

  • Newcomer families feel disoriented and disconnected in their school communities  

  • Families stressed importance of transportation on school choice, afterschool, safety, connection to community  

  • Need for workforce development and employment programs for youth and adults highlighted  

  • African American families do not see their kids benefiting from access to tech jobs growing in their backyard  

  • Concern about access to technology at home and at school sites  

  • Recommendation: place highly qualified teachers in underperforming schools, lower class sizes, support teachers  

  • Recommendation: revisit impact of transportation service and consider increasing, provide transit for foster youth  

  • Recommendation: Increase summer jobs, internships and workforce development programs available to SF youth  

  • Thanks to the PAC for fabulous work, important to get true, honest feedback (Commissioner Fewer comment)  

  • Samoan population is small but needs to be looked at. Need to track data for this population. (Commissioner Fewer comment)

  • Aware of digital divide - asked at Budget committee for info on what disparities exist at schools (Commissioner Fewer comment) 

  • Transportation is important: choice system is flawed if you don't have access to schools. (Commissioner Fewer comment)

  • 13 SFUSD department heads sit on the Our Children Our Families Council, will see report, impact city plans (Commissioner Mendoza-McDonnell comment)  

  • Suggestion to put each of these PAC recommendations on Board of Ed agendas (Commissioner Fewer comment)

  • Would like to explore with the PAC how we can improve communications with families about work of the district (Commissioner Norton comment) 

  • PAC: families don't have access to 2-way communication with SFUSD - hear this at every meeting with families  

  • Thank you to PAC: you have been able to engage voices that are not always heard. (Superintendent Carranza) 

  • As part of LCAP process will be communicating back out to constituencies about what changes have been made (Superintendent Carranza) 

  • Decentralized approach to funding in the district - encourage families to participate in School Site Councils, ELACs (Superintendent Carranza)  

  • There is a digital divide in SF. Will bring a proposal to partner with an org that gives discounted rates. (Superintendent Carranza) 

  • You will see continued work focussed on foster youth and students suffering from gaps that exist in our district (Commissioner Walton comment)  

  • For people who qualify for free or reduced lunch there is a program offering $10/month internet (Commissioner Murase comment)

  • We will continue to use this PAC report as a guide as we go through out budget process (Commissioner Haney comment)  

  • Want to bring discussion of foster youth to a committee and discuss specific recommendations (Commissioner Haney comment)  
Public Comment 
  • Might be a first -- no public comment tonight
Report on Collection of Developer Fees by SFUSD
  • Report on collection of developer fees by SFUSD - related to SFUSD real estate  

  • Collected $8.4 million last year from real estate fees.  

  • Have a large reserve but much money is dedicated to specific projects such as Lowell and Junipero Serra building projects.  

  • Question about some of the projects listed as "school expansions" - does this mean replacing portables? (Commissioner Wynns)  

  • In almost every case (Sunnyside, J. Serra, Lowell) replacing modulars with expanded new space.  

  • Can use developer fees for any growth related project.  

  • How would we go about accessing funds for new school construction - like Mission Bay? (Commissioner Fewer)  

  • Usually financing is complicated combination of different funds -- but Willie Brown MS was 100% local bonds.  

  • Developer fees: limits to how much we can raise them - SFUSD now at statutory maximum

Introduction and assignment to committee of Superintendent and Board Member resolutions

  • Public comment in support of a Resolution supporting students with incarcerated parents  

  • Curriculum and Budget committees gave positive recommendation to renewal of Five Keys Charter schools in San Francisco  

  • Had a short discussion and much public comment on budget priorities at Budget committee meeting 

  • Presentation at Budget committee on the budget for information technology in SFUSD

  • Announcements: Next meeting of Budget committee is February 3rd, Ad Hoc committee on Student Assignment will happen in February
